      Content: ローマ帝国とカルタゴの戦いを描いた「アドアストラ」という漫画が面白かったので 久しぶりに塩野七生さんの「ローマ人の物語―ハンニバル戦記」（新潮社）を読み返しています。 ローマ帝国とカルタゴの戦いを通じ 『圧倒的な経済力と軍事力を持っていたカルタゴに、なぜ弱小だったローマが勝てたのか』 を検証することがこの本の主題です。 「あれ？ローマの方がカルタゴよりも強大だったんじゃないの」 私もそう思っていました。そうなんですよね。 ローマ帝国は強大な国に「なる」のですが 当時まだまだ歴史は浅く 海運に強みを持っていたのはカルタゴの方で ローマ帝国はこのカルタゴとの戦いを通して、海運のノウハウを蓄積していった感があります。 ローマのどういった点がカルタゴに勝ったのか、特徴的なポイントをいくつか挙げてみたいと思います。 人材の抜擢 カルタゴとの戦争が始まる１年前。 ローマの執政官として選ばれたのは、サムニウム族の出身者オタチリウスという人物でした。 このサムニウム族というのは、遡ること２０年前にローマ帝国と死闘を繰り広げた相手で いわば敵国からリーダーを選ぶに等しいとんでもない決断をさらっとやってのける民族性（もしくは社会システム）には驚かされます。 利害関係に関わらず優秀な人材をリーダーとして迎え入れるというのは いつの時代も 強い組織を創るという理念に通じる判断であるように思います。 リーダーの処遇 戦争に負けた執政官。 現代でも敗者は責任をとらされて降格 古い時代には処刑されるケースが多いと思われますが ローマ帝国ではなんと「責任不問」。 『負けたリーダーは負けた経験をした分だけ優秀なリーダーとなる』 という考え方だったようで 戦争に負けた執政官が後年また執政官に選ばれて軍事を取り行うケースもあったようです。 また 一度執政官に物事を委ねると いわゆる「全権委譲」がなされ その後は一切の口出しをしない、というのも驚きですが、 こういった処遇が執政官の能力を最大限に引き出していたと考えられます。 他民族とのコミュニケーション 先ほどの人材の抜擢にも通じるかもしれませんが ローマ帝国は自国の文化にとらわれず他国の文化であっても自由に楽しむ といった傾向がみられるそうです。 他民族とも積極的に交流し 自国にはない利点を多く取り込んで、発展していったのではないでしょうか。
